The short answer is that you can use a Wise card in most places that accept Mastercard or Visa debit, depending on your card version and region. For normal travel spending, that means hotels, shops, restaurants, online checkouts, and plenty of ATMs overseas.
The catch is “most places” is not “everywhere”. Some merchants are weird. Some ATMs pile on their own fees. Some car hire desks and hotels are picky about debit cards. That is where people get caught.
